According to TeamTalk, PSV have made it clear to the player that they do not want to sell him, but there are two conditions for his possible exit.
If the player himself is to force a move then the Eredivisie side would consider selling him.
After Fulham have already lodged a bid in the region of £26m, the report claims that a bid worth around £35m could seal any potential January deal.
Everton have also shown an interest in Joshua Zirkzee as Moyes would ideally like to land a player with Premier League experience.
However, another source of goals is going to be crucial for Everton in the second half of the season, with just three goals scored by their two strikers in the league.

Reports late last year have suggested that Everton would consider selling Beto in January, but that should only be if they find a replacement.

USMNT manager Mauricio Pochettino has already admitted he is a big fan of the 22-year-old Pepi.
“Pepi is a fantastic player… but for us now, it’s a great opportunity for him. We are going to be very, very tough with him to try to make him learn quick and improve in all areas. He needs to improve, but he has that capacity.”
Everton are targeting a European finish this season after an impressive first half of the season in the Premier League.
With three goals in his five Champions League outings this season, Pepi has already shown his European pedigree that could really bolster Everton’s frontline.
